The Center for Infrastructure Research and Services (CIRS), based at North South University, works on practical challenges in infrastructure engineering, with a focus on the needs and context of Bangladesh. It brings together research, consultancy, and professional engagement in areas related to planning, design, and performance of infrastructure systems.
The center works with government agencies, industry partners, and academic institutions on projects involving infrastructure planning, design review, performance evaluation, and technical analysis. The work is grounded in engineering practice and supported by analytical and field-based understanding.
Alongside project work, CIRS supports applied research on infrastructure resilience, sustainability, and system performance, maintaining a close link with ongoing development work and sectoral needs. Laboratory services are also provided for civil engineering testing and analysis, supporting both research activities and external technical requirements.
Training programs, workshops, and seminars form another key part of the center’s work, bringing together engineers, students, and professionals for technical exchange and skill development.
As these activities expand, CIRS is developing its role as a platform for applied research and industry engagement, supported by collaborations with national and international partners.
As part of North South University, the center remains aligned with the university’s broader mission, contributing to applied research, industry engagement, and infrastructure development in Bangladesh and beyond.
Director’s Message

Dr. Minhaz Mohammad Shahriar
Director, Center for Infrastructure Research and Services (CIRS)
Associate Professor, Department of Civil and Environmental Engineering
North South University
The demand for reliable infrastructure services in Bangladesh continues to grow, particularly in areas requiring technical consultancy and laboratory-based support. This is evident across ongoing development projects, where timely analysis, testing, and engineering input are essential.
The Center for Infrastructure Research and Services (CIRS) has been established to address this need. The focus is on providing practical support in infrastructure planning, design, evaluation, and testing, while remaining closely connected to real project environments.
Not every problem requires a new theory, but most benefit from better integration of existing knowledge and experience. This perspective continues to shape how the center approaches its work across consultancy, laboratory services, and applied research.
I see CIRS developing as a platform where technical work, industry engagement, and research remain closely aligned. Training programs, workshops, and seminars are part of this effort, creating opportunities for exchange among engineers, researchers, and students. Collaborations at both national and international levels also play an important role in expanding the scope of the center’s activities.
As the center continues to grow, the emphasis remains on being responsive to current needs while maintaining consistency in the quality and relevance of its work.
CIRS provides laboratory testing services for selected civil engineering materials in coordination with relevant academic and technical facilities within North South University.
The current scope includes commonly requested tests such as steel, concrete, and soil analysis, depending on available facilities and project requirements. These services support engineering evaluation, quality control, and project-related technical assessments.
All testing activities are carried out following established procedures to ensure accuracy, consistency, and proper use of laboratory facilities.
CIRS maintains indicative rates for selected tests. A few examples are provided below.
Additional tests and customized services can be arranged based on project requirements and available facilities.
For detailed information and project-specific quotations, please contact CIRS.
CIRS provides consultancy services in infrastructure engineering, working with government agencies, industry partners, and development organizations on a range of technical assignments.
The scope of work includes infrastructure planning, design review, performance evaluation, and technical analysis. Services are tailored to project-specific requirements and are carried out with an emphasis on practical applicability and engineering reliability.
CIRS engages with projects at different stages, from initial assessment and design support to evaluation of existing systems. The approach combines analytical methods with field-based understanding to address real-world constraints and project conditions.
CIRS also undertakes specialized technical studies and advisory assignments where focused engineering input is required.
Consultancy services are provided based on project scope and requirements. For detailed discussions and proposals, please contact CIRS.
CIRS organizes training programs, workshops, and seminars in infrastructure engineering and related areas.
Training programs focus on application-oriented topics, including software tools, laboratory techniques, and engineering methods relevant to current practice.
Workshops and seminars are conducted in collaboration with faculty members, industry professionals, and partner organizations, covering emerging issues and technical developments in the field.
CIRS also collaborates in joint training programs with national and international partners.
CIRS engages with industry partners, government agencies, and development organizations on infrastructure-related projects and technical initiatives.
The center works with organizations on consultancy assignments, technical studies, testing requirements, and project-specific support. Engagements are developed based on practical needs and ongoing project requirements.
CIRS also collaborates with industry in joint programs, technical discussions, and knowledge exchange related to infrastructure engineering and practice.
Partnerships are developed to support applied work, strengthen technical capability, and maintain close connection with industry needs.
For collaboration and project-related engagement, interested organizations may contact CIRS.
CIRS is engaged in applied research on infrastructure systems, including performance assessment, materials behavior, and system-level analysis.
